A desktop user can't open Cplanner if it was installed by another user.
Cplanner Setup Framework
When Cplanner is installed in a desktop, the user who carried out the installation can run the application without problems. However, if another user in the same desktop tries to run cplanner, an error message will pop up

This is a bug that will be fixed in the upcoming version of Cplanner. In the meantime, please download and install this hotfix.
Bear in mind the hotfix will only solve this issue for a particular user if it's ran by the user him/herself.
